Overview
Inspiracion was commissioned to undertake a comprehensive governance and sustainability review of the Chester House Estate, one of Northamptonshire’s most significant heritage destinations.
The project formed part of a wider programme to explore how the Estate could achieve greater long-term sustainability while continuing to deliver public value, protect its heritage assets and support community engagement.
Working closely with senior officers, finance teams and stakeholders, the review examined governance, financial performance, organisational structures and future operating models.
The Challenge
Like many heritage organisations, Chester House Estate faces a complex balancing act:
- Preserving and interpreting nationally important heritage assets.
- Delivering high-quality visitor experiences.
- Generating commercial income.
- Managing increasing operational costs.
- Maintaining accountability within a public sector environment.
- Creating a sustainable future in an increasingly challenging funding landscape.
North Northamptonshire Council sought an independent assessment of future governance options and a practical roadmap for change.

Our Approach
The project was delivered through a structured four-phase process.
Phase 1: Discovery and Options Appraisal
We undertook a comprehensive review of:
- Existing governance arrangements.
- Organisational structures.
- Financial performance.
- Stakeholder perspectives.
- Previous strategic recommendations.
A range of potential operating models were identified and assessed.
Phase 2: Governance and Financial Analysis
Detailed analysis was undertaken of:
- Charity and trust models.
- Local authority trading company structures.
- Hybrid operating arrangements.
- Shared services opportunities.
- Staffing and operational implications.
- Financial sustainability and risk.
The work considered both short-term practical solutions and longer-term strategic opportunities.
Phase 3: Stakeholder Engagement and Risk Assessment
Workshops and discussions were undertaken with key stakeholders to:
- Test assumptions.
- Identify opportunities and concerns.
- Explore implementation challenges.
- Develop consensus around future direction.
A detailed risk framework was developed to support future decision-making.
Phase 4: Governance Readiness and Transition Planning
The final phase focused on:
- Trustee and board requirements.
- Governance readiness assessment.
- Organisational transition planning.
- Implementation pathways.
- Early-stage quick wins.
- Future leadership and management considerations.
Key Outcomes
The project delivered:
✓ A clear assessment of future governance options.
✓ A preferred pathway towards a more sustainable operating model.
✓ Enhanced understanding of financial and operational performance.
✓ A governance readiness framework.
✓ Practical implementation recommendations.
